So what happens to the programs that rely on smoking taxes when we totally ban smoking? The tobacco industry is a very large employer and tax generator; if we ban smoking everywhere, people will be forced to quit, thereby killing the tobacco industry. What then? Do we dip into the general fund to replace the taxes or do we end the special programs that live on smoking taxes?
