UPDATE 9:50 p.m.: A CHP officer said a sixth person, Caltrans employee Richard Johnson, was also arrested Monday, according to Big Sur resident Kathleen Woods Novoa, an attorney. She said she spoke with officer N. Ashby at the Willow Springs yard late today. Altogether, all but one of the stations employees were taken into custody, Novoa said.
Original story: Five current or former Caltrans employees were booked into Monterey County Jail today on felony charges including theft of state property, overtime fraud and conspiracy, Caltrans and the California Highway Patrol jointly announced this afternoon.
The alleged crimes were committed at Caltrans Willow Springs Maintenance Station, just north of Gorda, on Highway 1 about 10 miles north of the San Luis Obispo/Monterey county line.
Caltrans management learned of the alleged overtime overcharges and property thefts in November and asked the CHP to investigate.
Arrested were supervisor Danny Millsap, equipment operators Robert Eskridge, Kevin Liddiard and Angelina Galvan, and a retired employee, Phillip Taylor.
