Construction workers reportedly hit the underground line at about 11 a.m., prompting an evacuation of 15 homes for several hours in the vicinity of 220 Morro Ave., Cal Fire officials said. The initial call to police reported that a 4-inch line had been broken, but it was later determined to be a 3/4-inch line. The incident prompted the closure of part of the road at Morro Avenue and Ocean Boulevard.
