Halloween weekend fairly quiet in SLO

The San Luis Obispo Police Department flooded the streets with extra patrol officers Halloween weekend, spending $16,000 in overtime in anticipation of large, rowdy crowds.

But a quieter Halloween weekend resulted in significantly fewer arrests and citations than past years.

The department deployed 24 officers both Friday and Saturday nights; typically, eight to 10 officers are on patrol on those nights. An additional 10 officers were also scheduled to work Monday night but were released early because they weren’t needed, Capt. Chris Staley said.

Police made 12 arrests, down from 20 people arrested last year. Two years prior, in 2009, 32 arrests were made.

Police also handed out 61 citations varying from urinating in public to noise. Last year, 77 citations were issued.

Police began ramping up enforcement on Halloween several years ago citing concerns that a significant increase in partying and alcohol-related offenses on Halloween has been a growing problem.

Here’s a look at what people were arrested or cited for:

• Arrests for public intoxication: 9.

• Arrests for driving under the influence: 3.

• Citations for open containers of alcohol in public: 25.

• Citations for minors in possession of alcohol: 26.

• Citations for urinating in public: 7.

• Citation for noise: 3.

In 2010, the San Luis Obispo City Council added Halloween to the city’s safety enhancement zone ordinance, which doubles fines for those citations. Fines start at $700 and go up to $1,000 when the ordinance is enacted.
