  UPDATE 9:05 a.m.: Johnson was arrested, but then released with no charges filed against him.

  UPDATE 9:50 p.m.: A CHP officer said a sixth person, Caltrans employee Richard Johnson, was also arrested Monday, according to Big Sur resident Kathleen Woods Novoa, an attorney. She said she spoke with officer N. Ashby at the Willow Springs yard late today. Altogether, all but one of the station’s employees were taken into custody, Novoa said.
