The owner of San Luis Obispo Bail Bonds has been arrested on four charges stemming from alleged business operation violations, according to the California Department of Insurance.
Todd Russell Dolezal, 46, of San Luis Obispo was arrested Thursday on suspicion of one felony count of criminal conspiracy; two felony counts of soliciting bail business inside a jail, court or holding area of judicial detention; and one felony count of failing to keep complete records as a bail solicitor and making them open to inspection to the insurance commissioner or his representatives.
A second man and a woman from Morro Bay were also arrested Thursday on suspicion of violating state laws that apply to bail agents, according to the insurance department, the lead investigating agency in the case.
Christopher Morgan Langley, 28, was arrested on suspicion of one felony count of soliciting bail business inside a judicial detention area; and one felony count of failing to keep records as a bail solicitor and making them available to inspection.
Larissa Paige Langley, 27, was arrested on suspicion of one felony count of soliciting bail inside a judicial detention area; and one felony count of failing to keep records as a bail solicitor and making them available to inspection.
Each of the three was booked at County Jail and posted $10,000 bail. The investigation is ongoing and no case has been filed in any court, said Dave Althausen, the deputy press secretary of the Department of Insurance.
County Sheriffs Department detectives assisted in the arrests at the request of the investigating agency, said Rob Bryn, a sheriffs spokesman.
