San Luis Obispo County airports General Manager Richard C. Howell will not take over as head of Myrtle Beach International Airport, according to that community’s The Sun News.

Howell was a finalist for the job along with Stephen J. Cooke, director of business development for Daytona Beach International Airport in Florida, and Sacramento County airports chief operating officer Michael B. La Pier.

The Horry County administrator announced Tuesday that it offered the job to La Pier. Cooke was also offered the job if La Pier declines the offer, The Sun News reported.

Howell replaced Klaasje Nairne — who led the county’s two airports in San Luis Obispo and Oceano for 19 years — as airport manager in September 2008. Since then, he has presided over a struggling enterprise.

Because of the recession, the local commercial airport has had to cut back on expansion plans for both a terminal and parking garage. It has been seeking to lure new carriers even as ridership declines.

Howell, who graduated from high school in Santa Barbara, has worked for numerous airports, including facilities in Waco, Texas, Colorado Springs, Colo., and the Southwest Georgia Regional Airport in Albany, Ga.

He served in the U.S. Air Force as a command airfield manager. He was discharged in 1992.

Cal Poly

A spokesman for the Sigma Alpha Epsilon national fraternity said the troubled chapter at Cal Poly will never again become active at the campus.

Brandon Weghorst said the SAE chapter has been permanently closed from participating at Poly by the national office.

Weghorst said the memberships of all active members at the time of Carson Starkey’s death have been revoked for life because of the hazing incident that claimed the freshman’s life.

Starkey, who was pledging the fraternity, died of an alcohol overdose in December 2008.

Starkey’s parents have an ongoing lawsuit against Sigma Alpha Epsilon, which is based in Evanston, Ill.

Weghorst said the decision to revoke membership and close the Cal Poly chapter was made shortly after the incident and an internal investigation.

Cal Poly officials suspended the fraternity until 2033 and said it likely would never again become active on campus.

Four former members of SAE were charged criminally and entered pleas of no contest to misdemeanor hazing resulting in death.
