The Oceano Community Services District board has agreed to purchase a new accounting system, according to General Manager Raffaele Montemurro.

The system approved in a 3-2 vote Wednesday night, called Incode by Tyler Technologies, is intended to help the district better organize an accounting system some board members think is too disorganized.

Board member Jim Hill also has been concerned that customer payments made in cash, such as for water service, might not have been handled appropriately.

The board voted to move forward with a forensic audit — a form of highly detailed accounting — of the district’s finances in December.

Montemurro said he researched the company and believes its services will benefit the district.

The computer-based program will perform financial management, payroll and utility accounting; it interfaces with programs such as Microsoft Excel, according to district officials.

Montemurro said that the Heritage Ranch Community Services District in the North County and the Montecito Water District near Santa Barbara have similar programs in place.

United Cerebral Palsy of San Luis Obispo County will host a weeklong residential summer camp for adults with disabilities.

A Southern California union has returned to the Arroyo Grande Village to unfurl a protest banner across the street from Doc Burnstein’s Ice Cream Lab, several days after local unions and community members packed the business in a show of support.

“I’m tired of this,” said owner Greg Steinberger. “I don’t know what it’s going to take for them to give it up.”

Camarillo-based Carpenters Local 150 has been posted across the street from the Arroyo Grande shop in the Village since October.

The union and its affiliate, the Los Angeles-based Southwest Regional Council of Carpenters, will not return phone calls seeking comment by The Tribune.

The union claims the labor dispute was launched because nonunion carpenters are being used to construct interior improvements at Doc Burnstein’s second location at the Santa Maria Town Center mall.

However, the mall, not Steinberger, is paying for the renovations.

On Feb. 26, the Tri-Counties Building and Construction Trades Council, which represents 30 trade unions in San Luis Obispo, Santa Barbara and Ventura counties, footed the bill for 1,231 scoops of ice cream as a show of support for the business.

Arroyo Grande

Parents will have an opportunity to visit classrooms, meet teachers, and hear updates from the principal at Coastal Christian School, a K-12 school in Arroyo Grande.
