  The National Weather Service has issued a frost advisory covering San Luis Obispo County effective through 9 a.m. Monday.

  Forecasters expect temperatures to drop to between 29 and 32 degrees late Sunday through mid-morning Monday, according to the advisory, which also includes northern Santa Barbara County.

  A dry and cold air mass is expected to allow temperatures to drop near or below freezing in some areas Sunday night and into Monday morning, and possibly again on Monday night and into Tuesday morning, according to the Weather Service.

  The National Weather Service has issued wind, high-surf and small-craft advisories, with a gale watch, affecting the Central Coast as of Sunday night and into Monday morning.

  The wind advisory is in effect through noon Monday, and mostly applies to the North County, including Paso Robles and Atascadero areas.

  The agency warns that south-to-southwest winds are expected to increase to 20 to 30 mph, with gusts to 40 to 45 mph late Sunday night and continue through Monday morning.

  Pointless police logs

  What is your emergency? I sincerely hope it’s not a grey goose sighting in a WalMart parking lot, an older (obviously drunk) woman slapping men in a night club, or the frequent and repulsive mention of people “doing their business” in public places. Come on, people!

  The police logs from Pismo and SLO are the source of this pointless effort to, what? Entertain the readers? Frankly, I’m offended. The fact that The Tribune has decided to give premium placement, usually on the front page of the Local section, to report these incidents (and try to inject humorous headlines) is an irresponsible use of editorial space, especially because the exact street addresses are published in the column. That’s a privacy issue in my opinion!

  Warning of heavy seas, water spouts as front approaches San Luis Obispo County

  The National Weather Service has issued a Marine Weather Statement warning of a threat of waterspouts Sunday night through Monday night near shore in the waters off of San Luis Obispo County and northern Santa Barbara County.

  Forecasters say that a frontal system building over the eastern Pacific Ocean Sunday is strengthening over offshore waters while approaching the coastal waters into the night.

  The agency says the front is expected to move over the region Monday, and the water spouts threat is expected as thunderstorms develop along, and following, the front.

  SANTA MARIA — Rep. Lois Capps and the sheriffs representing San Luis Obispo and Santa Barbara counties voiced their opposition Tuesday to proposed legislation that would cut two law enforcement programs that help pay for jailing undocumented workers and support other services.

  Capps, D-Santa Barbara, said that lawmakers are considering a bill that likely will be voted on in September by the House of Representatives that could cut funding to the State Criminal Alien Assistance Program and Community Oriented Policing Services programs.

  Last year, Santa Barbara County received $576,500, and San Luis Obispo County received $175,000, from the SCAAP program.
