  The Los Osos Community Services District board of directors will hold a special meeting tonight to accept the resignation of General Manager Dan Gilmore.

  Gilmore is not available for comment today and board President Marshall Ochylski said he could not discuss the matter before tonight's meeting. The meeting will be held at 6:30 p.m. at the district's offices at 2122 Ninth Street, Suite 102, Los Osos.

  Oceano Community Services District board members moved swiftly Wednesday to alleviate concerns in response to allegations that they had broken California’s open-meeting law.

  Oceano board chairman Matthew Guerrero announced that public comment would now take place after staff reports are given, allowing the public to hear a report or presentation before speaking.

  At its next meeting, the board will also consider voiding a vote made in closed session on Feb. 8 to increase Interim General Manager Tom Geaslen’s pay, and will add a review of his position to the agenda.

  Emotions ran high in Oceano Wednesday night as numerous residents expressed their support for local officials and criticized two people who recently alleged the board violated California’s open-meeting law.

  Earlier this week, the Oceano Community Services District was warned that it could face litigation unless it corrected alleged breaches of the Ralph M. Brown Act that happened during a Feb. 8 meeting.

  San Luis Obispo resident Kevin P. Rice alleged the board violated the Brown Act when it voted in closed session to increase interim General Manager Tom Geaslen’s compensation.

  The Oceano Community Services District has been warned that it could face litigation unless district officials correct alleged breaches of the state’s open-meeting law.

  Terry Francke, general counsel for the open government advocacy group Californians Aware, cautioned Monday that the district’s handling of public comments during a Feb. 8 meeting is not compliant with the Ralph M. Brown Act .

  The board may have also violated the Brown Act when it approved a 29 percent pay increase during closed session for Tom Geaslen, who has served as the district’s interim general manager since June. While the district board can discuss compensation of employees in closed session if the item is properly noticed, final action must be taken during open session, Francke said.

  Morro Bay estuary plan updated

  The Morro Bay National Estuary Program has updated the plan outlining how the many resources in the Morro Bay watershed will be managed for at least the next five years.

  Called the Comprehensive Conservation and Management Plan, the 108-page document describes the challenges facing the 75-square-mile watershed that drains into Morro Bay as well as action plans to address them.

  Topping the list of ongoing issues are sedimentation of the bay and an influx of water pollutants including bacteria, nutrients and toxic substances.
